The scene takes place herehere. It is an informal, casual inand out meet wherin the ganglords/representetive have been invited to at lesure come in a and pick up some clerical files to bring back to their own gang areas for subsequent discussion.

Charles informs them it is regarding the fallout of the sniffles situation, and a specific proposal that derived from that situation.
