Last bits o' buisness concerning Rockland County:

1: We are waiting on the succesfull sanctification of 'the spot' in the hudson where the healmouth keeps opening so we can destroy the anchor (a civil ware era boat) after guaranteeing all bodies have been put to rest properly (any that 'resisted' the mass sanctification).

2: We need to kill George Anders so he doesn't stir up an more trouble or try and control a blob of flesh that might be working its way up from the City.

First bits o' buisness in Orange County:

1. Settling the place.
There are 3 cities, Middletown, [url=http://en.wikipedia.org/wiki/Newburgh_(city),_New_York]Newburg[/url], and Port Jervis.
There are 19 Villages
There are 20 Townes
There are many hamlets within the county as well sitting between the larger settlements.
There are 6 areas/sectors that can be defined by the intersections of the major roads.

Decisions before the cabinet at present:
1: Shall we divy them up amongst the current; 'seneior' gangs who would have 'overlordship' concerning domains rights within those territories, and direct authority over the granting of smaller areas to newer/junior gangs within those territories?
OR
Shall we ignore the roadway pattern in favor of other means of sector formation?
OR
Shall we ignore the concept of sector formation altogether and presume a theoretically limitless number of gangs each with the right to claim territory outright (specific limited number of municipalities per gang [i.e. limit is NOT "whatever we can hold" or anything else abstract])?

2: Shall the 3 cities belong to either:
a. The gangs who claim the geographic region dermined by the roadways or other factors (i.e. geograpghy?) that each respective city lies within?
b. Two (or more?) gangs who mutually agree to share 1 city each?
c. All gangs; i.e. we declare the cities freehold spaces within Orange county?

I like the divisions shown on this map. I agree that cities should be open to all. The Knights of Rockland would like to submit the modest claim of highlands, new windsor and cornwall. Though it seems obvious to me that all council members will have to be present at a meeting where territory is negotiated at the same time.

Me too. I like the idea of at least some unrestricted space in an anarch domain, and cities have resources enough to support that.

Fine by me, though Highlands is technically in "The South", so it'd count as conteseted by the Bandelleros at the moment. ...If the vote is >=5/8 in favor of sectors rather than opposed, that whole eastern portion could presumably be Knights area. ...Double check with Cyrus when you get the chance. There was an airport somewhere Stewart was staking the area around for them.

Agreed. Ideally anyway. Somehow I doubt the bandelleros will be at all willing to participate.

William James Bardonia, councilor of the Council of the Rose arrived upon the scene. The councilor slowly paused taking his heavy trench coat off his person and applied the usual pin along the seem of his jacket. His attention lingered over towards the two prestigious members of the cabinet and bowed in respect towards the two other kindred.

"With the current absences of my Gang Leader, it is my express desire to speak on her behalf and the behalf of the council."

William motioned to take a seat as he reached into the pocket of his jacket and placed a sleek cellphone along the surface of the table. His dull eyes daunted over towards the entrance for a moment as though expecting someone to walk right through in a moment before his attention lingered back towards the meeting of now three men.

"It is my personal concern, that any claims that this government, council, cabinet or gather decides will have little to no authority over the current fortified gangland that has established itself in the southern majority of the new county. . . I fear all that we can do at this current moment is declare to other where our organizations, gangs and affiliation intend to settle and have the other gangs respect such action. Something I suspect the Bandeleros will not do as we are apparently not respecting their claim."

William dull somber eyes focused over towards Cyrus Caine, Leader of the Blood Hounds formerly known as the Blood Runners. He listened to the stake and then to the interjection of Baron Charles Rockledge. He knew he was trying to press for the cities to remain abundantly freeholds and as a loyal attendant to the Baron the businessman returned his attention to Mr. Caine to speak supporting such steads.

"If I may speak Mr. Caine, There are those among us that wish to settle the three cities of Newsburgh, Middletown and Port Jervis as areas held by no one gang but open to all of the freehold. That is to say, if you wish to claim holding on the Orange County Medical Center, perhaps we may lend our assistance in such a venture to persuade you to keep the rest of Middletown neutral . . .for there is no shame in claiming certain aspects of the area for one's own gang and to insure that such assets are readily protected may I advised taking control of Walkill instead? The town of Walkill Valley is one of the largest populated townships in all the New County."

Cyrus would turn his attention to Little B, for the moment witholding any comments about a certain stick. "I'm willing to listen to any suggestions, as long as people get what they need to survive. I just find it funny that everyone just lost their grip on what they had in Rockland and was told to get the fuck up to Orange. Now that we are in Orange, we are discussing setting up another free hold."

Freehold cities are fine, but if thats the case I will point out that the southeast bulge is the area I was originally interested in. This may cause some friction with the knights, but im sure we come to some sort of an agreement

William attention had glanced back at the main door for the briefest of moment, as though expecting the men in yellow to barge inside this meeting and belittle any attempt of civility, stress their claim, bully people to choose other stakes outside of the south of the county and purposely misinterpret the Baron's wording against him. Then again, he supposed the Bandeleros didn't really cared what was on paper, to them all of South Orange County was theirs and they were going to defend it tooth and nail, knife and uzi. The brief glance vanished and the somber calm and collected man returned his undaunting expressionless bland face over back to Cyrus Caine.

"Mr. Caine, these are the Anarchs. What can not be swayed by words can be swayed by actions, and the actions of the most powerful gang in Rockland County holds great weight."

William simply placed it, though the Masons had the great decency to leave most of the Anarchs alone and allow them to flourish in Freedoms and their own pursuits. In the times that really matter THEY were in charge.

"I assure you that the intentions to keep these three cities open to the general new county is to assure that even the territorless and gangless will have something to fall back on if need be."

William then heard a voice that lingered in his ear as he bowed his head respectfully towards his fellow Bardonian.

"Mr. Bardonia."

He hailed.

"On the prior note, the area of Walkill is home to the Orange County Regional Medical Center, an area which holds a branch in Middletown as well if your pursuits are still aimed in such direction."

I was under the impression that the Anarch section of Rockland County was essentially one big freehold, so I dont fully understand why we're trying to set them up here as well, but if that's the course we want to take, then we will be setting up shop in wallkill and middletown, though we wont "claim" middletown. We will take the surrounding townships as well.

William listened to the claim and merely inspected the map once more moving to take his cell phone and actually take a digital snap shot of the surrounding image and scan it across the internet for the appropriate site of origin. He paused as he saw what he found. Merely closing the cellphone for now and remained silent as he returned his attention back to Nicolai.

"I am certain under those conditions the current men and members of this council can respect that decision. I am certain I speak for all of us when we thank you for your cooperation with preceding plans."

His attention then lingered back to Cyrus as he bowed his head once more.

"And if anything were to happen on your holding in the Medical Center, I sincerely hope you will seek out myself for help in the matter..."
