OOC: This will be a downtime actions, influence tracking, area scouting team. Soft Proxy will be mandatory and the details for such are as follows:

Soft Proxy:
Your PC may experience discomfort, loss of blood, traits, abilities, influence, and possibly will power.

Without the appropriate Fame you may not use any Backgrounds in UTR.

The IC goal of this will be to work with the PCs and NPCs of UTR to quite literally start combing the county for any Infernal Activity that may remain in the county since the death of the demons and the major infernalists and Baali.

Question regarding the appropriate level of fame...

According to Laws of the Night Revised, under the section where it talks about fame, it states that you may be able to go beyond your area of fame, but the extent of your power is reduced through this extension. Would it be possible for someone with fame x3 a state away to still use their influence, but at a diminished capacity?
