During the day random groups of workers (typical jeans and work boots crew) go around and tear down every sign that is placed up.

Not one to ignore a potential plot hook, Charles assignes his most stealthy ghoul (presumably Joseph) to tail the workers home and find out who they are/work for. I (Charles) will also innitiate an investigation action and/or influence trace ...rumors? to find out who's new in the area as far as work crews, or there emloyers go.
One evening, I look for V to ask him directly, "Who are the Bobby Funks Bigtop? Is like 'our kind' or is it safe to bring my wee one along? I'm sure she'd love a circus."
