THe house rules have been found and are currently being edited. They will be posted here slowly as the week goes on. Everyone please make sure to read them. There will be some changes as time goes on, if you have any questions or concerns please email me.

Visitor Rules:
All Visitors should understand if the
STs deem their characters to be out of genre or potentially genre disruptive they will submit to the self defense policy. Meaning they may only participate with the full extent of their character should said character's life be on the line. But no 1000xp PC from Timbuktu will come here and slaughter the genre. All Visitors should have submitted their sheets as soon as possible prior to visiting or understand that the ST may have to make a hasty call without prior notice about certain things/powers.

Earning Experience:
4xp Full Attendance, Opening
Announcement to Game wrap-up
3 xp Partial Attendance.
1-4xp EOG Writeups. (NOTE XP for said eog is rewarded after
it is received and cannot be spent until the following
month.)
1 xp Player Nominated Best RP or Costume
1 XP ST Nominated Best RP or Costume
3xp New Player Bonus. If you Bring a new player, and they
stuck it out for 3 games, you get 3xp. No bonus for
convincing someone to try once and never showing up again.
XP Given as the STs see fit for anything they see fit.
(Forum Scenes, helping game out)
EOG writeups are due exactly 2 weeks before the following game.
Usually that means 2 weeks after, but may sometimes mean 3
depending on how the month falls.
Any xp expenditures may still be considered should the Staff have had the time to review it, but assume any plot moving things or background expenditures to occur the following downtime session.
NO ST likes Novels, but you also won't get the full 4 xp for write up if you put 2 lines.

Influences:
Influences Strictly by Dark Epics.
No PC may Begin game w/ higher than a Level 3 in any background w/o express storyteller permission and a write up.
Except Generation, all backgrounds are considered to fall upon the Dark Epics rule for Growth, and the PC taking 3 months to grow such Background.
IE: I let my retainer do his thing and start focusing his skills over the next 3 months. Now my 1pt Retainer can become a 2pt retainer.
Same for all Backgrounds.
The Influence Pool in Rockland is a cut throat battle.
Elder Anarchs and members of other sects have been brooding them for 200+ years. Theirs is a finite amount of influence for each sphere, and sometimes a simple 3 months of grow won't get you to the next level. It's Not NYC populated by 6 million people, Its a suburban county. Its lucky if it has 2 street gangs, just as an example.
Retainers all need write ups and sheets. A retainer starts w/ 20 freebies and is created using Libre Des Ghouls. It may take one Action relative to its abilities per month. A level 2 Retainer has 40xp and may take 2 actions... so on until a 5xp retainer may take 5 actions and has 100xp.
NOTE a Retainer MAY NEVER have more xp than it's regnant.
Should the PC not submit a write up in a timely manner of the purchase of retainer, the STs will generate one.
Anything that requires a teacher cannot be attained without a write up. Any Background (Save Generation) Requires a Write up.
Spending Experience:
You May spend XP in one Month on the following things
1 Attribute Trait Per category (Phys/Men/Soc)
Buy Off 1 Negative Trait Per category. (Phy/Men/Soc)
2 Abilities (Trained or Untrained)
OR
1 Specialization in an ability or 1 Special Ability
(Special Abilities include Lore, Meditation, Demolitions (if it’s allowed), Sniping, or any non standard Lotn Listed ability)
Purchase One Merit or buy off one Flaw (Derangement considered flaw) (St approval, write up needed)
Purchase up to 2 different Backgrounds, but not 2 dots in the same.
Purchase 1 Will power.
1 Virtue Trait (Write up needed)
1 Morality Trait (Write up needed)
1 In clan or Out of clan discipline. A Combi Power is considered a discipline.
**Note with clever writing it is therefore possible to do all things listed in 1 month.

XP Expenditure Penalties:
Teaching a basic discipline halves your normal XP expenditures...
ANY above listed expenditure that would allow for 2 spent in a month you may purchase 1, and any that only permit 1 allow for none.
Teaching INT Disciplines requires your full months attention and you may not spend any XP.
PCs may not Teach Advanced Disciplines.
Note: This isn't the sabbat, and even if it were, people don't share powers like their candy.

Combat:
When Celerity is not involved, or is at equal levels, what matters to see who goes first can get very complicated.
Firstly no Category Mental, Social, Or Physical is faster than another.
Example: A Brujah w/ 3 mentals who tries to Dominate a Toreador before said Toreador slaps him w/ 8 Physicals doesn't get to go first.
In the Event of a tie in traits, and or celerity, the character with the most abilities in said applicable challenge may go first. If said Tie occurs again, Generation will be considered, and if it goes beyond that the STs should hold back from hurting anyone and perhaps flip a coin.

Disciplines:
(Per Book Unless Clarified below)
Animalism: Per LotN
Auspex: Auspex Vs Obfuscate/Chimerstry works on a 1 for 1 trait bonus per level not per category.
Heightened Senses- "Only one sense may be active at a time, and unless the proper hand gesture is used or a card is displayed it is not considered to be active."
Celerity- Alacrity per LotN does state you may draw an item as a Free action. Mental or Social Challenges initiated must be done so at Alacrity step or Normal. No IE. Dread Gazing on Legerity. This includes Carry Attacks,(IE Quell the Beast) that might require a mental or social challenge.
Chimerstry- Per LotN, with the additional clause that should the ST/Narrator deem an Illusion nearly impossible to believe the defender may spend a willpower to engage in social challenge to disbelieve immediately after the resolution of initial challenge and before the effects occur.
Dementation- Per LotN, All dementation powers require a blood trait spent. A question has arisen if one could use this discipline while in astral projection, the answer is No. If you can't spend blood you can’t use this power.
If a non-Malkavian uses this power and fails they must throw a chop with the ST. Upon loosing that chop, (a willpower may be spent temporarily to attempt to prevent this) the power which failed occurs on the character who attempted to use it.
This discipline is not directly obvious. But don't think that everyone in the city is dumb either. Everyone knows:
Gangrel can rip people up w/ claws
Ventrue like giving orders
Malkavians can make you go crazy.
The repeated use of this discipline can get someone in a lot of trouble unless they are very slick. If you do not have his discipline and have not knowingly had it used on you a character would not know EXACTLY what was done to them. If suddenly a character is obviously deranged (and it is well known they lack derangements) then a character could leap to the conclusion that a Malkavian may have done something.
Dominate- Per LotN
Fortitude- Endurance Allows for All wound penalties to be ignored.
Resilience/Resistance- Per LotN (Spend trait first to win on tie) with the retest capability of Survival Ability. If All Staking Damage is test down, you need not throw simple tests, the stake didn't pierce the chest.
Aegis- You must declare aegis BEFORE the simple tests to stake you are thrown.
Necromancy- Per LotN
Soul Stealing- Does effect supernaturals, however, the victim may spend as much will to retest as they'd like.
Additionally, they may enter a Willpower vs Shroud rating to cross back to their body once per round unless otherwise compelled.
Obfuscate- Per LotN..No Layering, always use the highest obfuscate power/person using power upon another)
Cloak of Shadows- Standing still you may still be spotted.
Unseen Presence- As Above.
Mask of 1000 Faces- Does not conceal items or clothes, but
may conceal any other feature.
Cloak the Gathering- Line of sight only and willing (or unable to resist) targets.
Obtenebration- Until Further Notice This Power Has always been reserved to NPCs only in UTR.
Potence- Per Lotn. Potence Leaps Do Not Exist. See Elder Power The Great Rebuke.
Prowess can be used to refresh all physical traits, once per night, for the ease of book keeping.
Might- Might is the absolute LAST retest You may call, no luck or ability or overbid may be attempted. The defender may retest as normal.
Vigor- You need not Declare you have the bomb when making the challenge.
Puissance- You do not need to declare you win on ties. You may not pull any attack in which you reap the benefits of winning on a tie and not deal full damage.
Presence- Per LotN. ALL Powers listed except Summon require the victim be able to see the challenger and vice versa.
Awe- Just a reminder that when you SPEND the trait for a retest your current social traits have dropped one in the resolution of said challenge in the case of a tie.
Dread Gaze- A victim need not run screaming in terror all the time. At ST discretion the defender may act as they choose as long as it involves leaving the scene and showing fear/distaste towards the aggressor.
Entrancement- Is not a Bloodbond that lasts a scene. It makes the victim acts more favorably towards you. The guy who was about to slit your throat might hiss and walk away, but he won't be joining you for tea.
Summon- Unless it is a line of sight summon, it is always recommended a narrator or ST Facilitate this challenge. The Summoned doesn't know they have been summoned, doesn't know where they are going, and makes up any/the best excuse to get there. It will be ST discretion after the summon has gone off, if at some point the victim feels threatened and the summon break.
Example: "Well i really don't know why i'm going into this warded building in Cam territory, i think i'll have the limo driver bring me back to the gallery now.." or "Why am i going into this dark alley in sabbat territory in my evening gown?".
Simply being informed by your allies not to count as reasonable doubt. You will break away from them somehow, and PC's caught cheating or skirting this may have to relent to the ST describing how their characters make an exit.
Majesty- LotN speaks backwards on this, but those attempting to break majesty are to be considered defenders should they chose to spend the will and initiate this challenge. It is very possible to blow majesty multiple times, and this goes hand in hand with the LotN "Contest of Will" Challenge, if someone's got the will, let them use it. This discipline will not follow the LotN ten pace rule, instead it’s limits are line of sight. IE: if you can see the person who has majesty up, you feel it’s effects.
Protean- Per LotN Eyes of the Beast is not considered a Form Power for the sake of not being able to combine Form Powers. All Others Are. Only Gangrel may take alt forms and take advantage of Mixed Blessings.
Quietus- Per LotN.
Silence of Death muffles all sound that occurs within the bubble to those outside the bubble. The assamite can still hear it's victims screams and its victims can still hear the shots or what have you. But no sounds travels outside the bubble.
Serpentis- Per LotN All Shape shifting powers Except Eyes of the Serpent are to be considered as Form Powers for the sake of not being able to combine them with other Form
Powers.
Serpents Gaze- Any challenge initiated that may harm/damage/disrupt the gaze
Thanatosis- This discipline for the time being has been restricted to NPC only. The one thing to note we would like to correct WW's horrible misprint that if you do wither someone's head, the only disciplines they CAN use are potence, celerity, and fortitude, not "Can't use".
Thaumaturgy- Per OWBN Blood Magic Packets.
Yeah Get the packet if you think you want thaum.
Obeah/Valeren- NPC ONLY Until further notice.
Viscisitude- NPC Only Until further Notice. Note about Modifications, if no applicable merit can be found, any permanent modification that might augment a character in anyway costs 3xp.
