Would it be retroactive?

If all characters already in play get up to an extra 30xp bump, ST discretion, then I'm all for it. If not, it kinda unbalances things at a <200 xp level.

Yeah, that's kinda unfair to everyone else.

I am indifferent if the starting cap is 30 or 60. It would be fun if to start a character with 60 extra points, but I have been fine with just 30. I am with Mark though, it would seem rather unfair to exclude the people just starting out around 30 builds if we go for this new 60. I am not sure what would count as Characters before this line or not. Mark? Why is the last 16 weeks unfair? That's close to four months. Why do you feel this way?

I understand the point of the proposal is to let new characters start enjoying the game more quickly, but an extra 30 points wouldn't just help a new sheet. It could benefit pretty much any character, regardless of size. I think it's unfair to give new characters an edge over characters over 4 months old.

The example I have been giving is:

"I have a Brujah that is 4 months old right now, and Jimmy just made one. Next month, when this proposal passes, Jimmy and my characters will be the same number of points on sheet, regardless of the fact that I have been working 5 times longer at it than him."

Also, from an in-game perspective, XP symbolizes a character's experience through what they have encountered and accomplished. If the starting cap is changed to 60, then it means that how much 'experience' a new character should have had with the world has been redefined. If that is the case, the XP older characters received for their creation should be adjusted to reflect this as well.

It's not as if, all of the sudden, new vampires are being embraced with more of an understanding of the world or vampiric nature.

I agree with Evan.

I do not think every new character needs to begin with +60exp. At the very least, starting XP should, by ST discretion, be based on backstory and background. A character with 1dot gen or has been ghoul for 7 years has an excuse to begin play with more xp and similarly a new PC of an old player that in one set of rules I believe had it they could begin with a certain percentage of bonus xp based on what their former character had in the bank or on the sheet. I think it was up to 50 points.

Their was a set if rules in the elders book for generating a new pc, that if adapted to non-elders should have enough bonus xp included to make an enjoyable character.

It looks like this vote is going to win regardless at this point.

It's good to know UTR CAN give up to 60 IF they want to. should this pass in the next 3 days.

This vote passed by 10 votes. it is now an OWbN bylaw that states STs MAY give up to 60xp at creation, and it does allow for retro of any character made within 16 weeks.
